Sky Whale with ten breasts: is Piccinini taking the piss?

Canberra commissioned artwork – the Sky Whale – by controversial sculptor Patricia Piccinini to commemorate Canberra’s 100th anniversary. I seriously wonder if she’s taking the piss and this hot air balloon is intended to have a dig at all the politicians latched onto the public teat?
